MEDIA RELEASE PR37282
Smartmatic and Addvalue to Roll Out the World's Largest Deployment of BGAN Mobile
Satellite Service to Facilitate the Collation of Results for the Coming Philippines'
2010 National Elections
SINAGPORE, Nov. 25 /PRNewswire-Asia-AsiaNet/ --
Addvalue Technologies Ltd (the "Company") is pleased to announce that its wholly-
owned subsidiary, Addvalue Communications Pte Ltd ("Addvalue"), has secured a contract
to supply Smartmatic, a world-class leading supplier of electoral solutions and
services, with 3,000 Wideye Sabre(TM) 1 Terminals for deployment in the Philippines for
the 2010 National Elections (comprising the Presidential, Legislative and Local
Elections) to be held on 10 May 2010 (the "Supply Contract").
The Wideye Sabre(TM) 1 Terminal is a high quality, reliable, robust and easy-to-use
terminal with flexible interface options. It features built-in Ethernet/LAN and RJ11
phone interfaces and can support both voice call and data transmission simultaneously.
The Commission On Elections (COMELEC) of the Philippines had previously signed a
US$150 million contract for the automation of the 2010 National Elections with
Smartmatic (the "Automation Contract"). The Automation Contract to provide voting
machines, consolidation platforms and roll-out services was awarded after an ardous
bidding and selection process by the COMELEC. In what will be one of the largest
nationwide automated elections in the world, the Automation Contract is also the largest
ever in its class being awarded to a private company in the electronic voting industry.
Pursuant to the Automation Contract, Smartmatic is to deploy 82,200 SAES1800 voting
machines across a sizable proportion of the 7,107 thousand islands comprising the
territory of the Philippines, and transmit all results electronically to over 1,700
canvassing and consolidation centers. In addition, it will train and place 45,000
support technicians, and manage all logistics and technical contingencies during the
project, with the target of enabling electronic voting to some 50 million voters,
including even those living in remote locations and difficult terrains.
Smartmatic based its winning offer on its state-of-the-art electronic voting
technology and Addvalue's tested and proven Wideye Sabre(TM) 1 Terminals, which are
completely compliant with the high standards set by the COMELEC to tackle the complex
elections of 2010.
"The Smartmatic machines were tested four times and in all those times, the accuracy
rating was 100 percent," said Ferdinand Rafanan, COMELEC's Special Bids and Awards
Committee Chairman.
"Due to the specific conditions of the Philippines, both in terms of geography and
the expectations of the Filipino people of having a modern electoral system, the 2010
automated elections will prove to be a landmark project; one we are taking on with all
of our resources and commitment. The result will be a seamless and reliable election
that will become a world reference for others to follow. We are thankful to the COMELEC
and the people of the Philippines for the confidence they have deposited in our
organization" said Antonio Mugica, Smartmatic's CEO.
"The partnership with Smartmatic in this milestone election project is clearly a
mark of confidence and endorsement by Smartmatic on the quality, reliability and
performance of Addvalue's Wideye Sabre(TM) 1 Terminals" remarked Dr Colin Chan, Chairman
and CEO of the Company. He added that "This certainly adds another feather on the hat
following Addvalue's involvement in the successful deployment of 1200 Wideye Sabre(TM) 1
Terminals for the Brazil's municipal elections concluded in October 2008."
Barring any unforeseen circumstances, the Supply Contract is expected to have a
significant positive contribution to the financial performance of the Company and its
subsidiaries for the current financial year ending 31 March 2010.
